Jeff Cox - President
Jeff Cox was born in Kingsport, TN where he lived until he enlisted in the US Army. Mr. Cox served in the United States Army for 3 years, stationed in Bad Kissengen, West Germany and at Ft. A.P. Hill, VA. His MOS was 95B (Military Police). He acheived the rank of E-5 (Sergeant). Jeff was awarded the Army Acheivement Medal, First Oak Leaf Cluster, Overseas Ribbon, and the Good Conduct Medal.
With over 15 years of experience in the fields of Emergency Response and Hazardous Waste Management, Jeff brings extensive experience to Rapid Response USA. His experience includes emergency response management, hazardous sampling, lab packing, environmental site auditing, RCRA, OSHA, DOT, CERCLA, TSCA, SARA regulatory compliance. Mr. Cox also has certifications for completion of the following FEMA courses:

Al Bouldin - VP of Sales & Marketing
Al Bouldin was born in Eden, NC where he lived until he attended college. Mr. Bouldin graduated from Morehead High School and attended Central Wesleyan College where he studied mathematics and theology. Al has more than 21 years experience in environmental management as well as emergency and disaster response. Mr. Bouldin has served as Safety Manager and as Project Manager in the field on many projects. Al most recently served as National Manager of Emergency Response for a national environmental services company that had annual revenues that exceeded 0.5 billion dollars.
Mr. Bouldin has many years experience in regulatory compliance, lab packing, sampling, identifying unknowns, teaching HAZWOPER and other environmental courses, performing environmental site audits, and managing emergency and disaster responses. Al worked on the EPA START Team for five months after Hurricane Katrina in the New Orleans, LA area. He also spent several weeks overseeing projects in the Houston, TX area after Hurricane Ike. In addition, he acted as Senior Project Manager on a multi-million dollar cleanup of almost 16,000 gallons of diesel spilled in the Pacific Northwest for a Fortune 100 client. Al then spent 5 weeks overseeing a crew that was dispatched to help cleanup a 430,000 gallon spill of #6 fuel oil on the Mississippi River.

Donna Briggs - VP of Operations
Donna Briggs was born in Kingsport, TN where she has resided all of her life. Ms. Briggs has earned numerous FEMA certifications in the field of emergency response. Donna's entire environmental career has been dedicated to managing emergency responses. Ms. Briggs has managed more than 1,500 emergency responses throughout the United States in her career. Donna previously served as an ER Coordinator for a national environmental services company that has annual revenues of more than $500,000,000.00.
Ms. Briggs is HAZWOPER 40-hr. trained and has maintained her annual updates. She is also trained in the fields of chemical compatibility, hazardous waste classification, hazardous waste manifesting and transportation, as well as emergency & disaster response management. In 2008, Ms. Briggs spent a month supervising a crew that was responding to a barge accident in New Orleans, LA. The accident created a spill of more than 430,000 gallons of #6 fuel oil on the Mississippi River that impacted approximately 90 miles of river as well as the east and west shorelines.
